Many office workers are toiling away in an office which is, strangely enough, completely covered in oil. Struggling in this absolutely abnormal situation, they still endeavor to perform their job but in the end, their strength gives out, and they all fall onto the floor. The office is a metaphor for the scalp, and the workers are a metaphor for hair.
