Brief Explanation

In the Philippines, one of the most common forms of electoral cheating is “zombie” voting. It’s when a voter uses a deceased person’s name in order to vote for a desired candidate. The spot serves as a public reminder to encourage Filipinos to go out and register to vote in the upcoming 2013 national elections.
